Deleting a photo does not erase it from the card. It raises a flag telling the device that the space is free to reuse. The photo data stays exactly where it was until new data lands on the same space - and only then is it truly lost.
That is why taking a single new picture on the same card, or saving a file to it, can be the decision that loses dozens of photos at once. A quick format behaves the same way: it clears the index, not the photos, and recovery is often still possible.
